Is it Samson? The Bible says he was a nazarite from birth and never cut his hair until he disobeyed God by cutting it.

Maybe but think of Jhon the baptist. Animal skins, locusts. Living in the wilderness, no brush, no shampoo or oils. Dreads are formed from not washing or brushing your hair. Putting two and two together=dreads
