When you read only those to verses it may appear that is what it is saying. You have to read the verses before and after to get what it is saying.
Job 38:2 Who is this that darkeneth counsel By words without knowledge?
This here is God saying to Job (my interpretation) " Who are you to question God with no real understanding
Job 38:3 Gird up now thy loins like a man; For I will demand of thee, and declare thou unto me.
Ok this is me too (smile ) Ok be a man and get ready mister smarty pants ya think you know it all well I have some questions for you so be prepared to answer them.
Job 38:4 Where wast thou when I laid the foundations of the earth? Declare, if thou hast understanding.
See this is the first question God is saying " Since ya know it all where were you?"
Job 38:5 Who determined the measures thereof, if thou knowest? Or who stretched the line upon it?
Second question God is asking "Tell me if you know who did all of this"
Job 38:6 Whereupon were the foundations thereof fastened? Or who laid the corner-stone thereof, Job 38:7 When the morning stars sang together, And all the sons of God shouted for joy?
Third question see no answer yet from Job
Job 38:8 Or who shut up the sea with doors, When it brake forth, as if it had issued out of the womb;
Job 38:9 When I made clouds the garment thereof, And thick darkness a swaddling-band for it,
Job 38:10 And marked out for it my bound, And set bars and doors,
Job 38:11 And said, Hitherto shalt thou come, but no further; And here shall thy proud waves be stayed?
Did you catch that it is so cool God is asking the questions "who who who " and then He answers " I " He says where were you when "I " did these things?
Job 38:12 Hast thou commanded the morning since thy days began, And caused the dayspring to know its place;
Job 38:13 That it might take hold of the ends of the earth, And the wicked be shaken out of it?
Now God is saying Did you ever do these things ?
I am going to move ahead some verses because I don't want this to go on to where no one reads it. If you want to know the other verses read them !!
Job 38:21 Doubtless, thou knowest, for thou wast then born, And the number of thy days is great!
God is saying here " SO because you know so much and you have been around as long as I have you must know and God says doubt it " I really enjoyed this part because it shows God really be as a Father telling His child I know this been there done that!
See there is much more here where God is asking Job these questions and actually it continues in other chapters of Job. So I am going to skip ahead a bit to show Job's answer to God.
Job 40:1 Moreover Jehovah answered Job, and said,
Job 40:2 Shall he that cavilleth contend with the Almighty? He that argueth with God, let him answer it.
Job 40:3 Then Job answered Jehovah, and said,
Job 40:4 Behold, I am of small account; What shall I answer thee? I lay my hand upon my mouth.
Job 40:5 Once have I spoken, and I will not answer; Yea, twice, but I will proceed no further.
Job is saying " Oh see I am sooo wrong I really put my foot in my mouth this time and I am notsaying any more! He is also stating the obvious that, he (Job) does not have the answers and lacks the ability to have them.
God then continues to ask Job questions till Chapter 42 Where Job admits being foolish for asking God such things and asks for forgiveness.
See I see this as not letting what you don't know or fully understand be the reason for not following like we should . Admitting that I don't have all the answers and that I don't need to ! Right now a song keeps playing in my head that I feel completely fits into here and the lyrics are
Humble thy self in the sight of the Lord (repeat)
And He shall lift you up Higher and higher and He shall lift you up
