I am of the opinion that Joel's prophecy was not fulfilled in Acts chapter 2. I believe this will take place during the millennium.
At no time in Acts was the sun darkened,moon turn to blood,or wonders in the heavens. Plus,the Spirit only fell on a small percentage of those present.
Anyway,thats how i see it.
 
Why doubt Peter who was speaking by the Holy Spirit?

Acts 2:14-20​

King James Version​

14 But Peter, standing up with the eleven, lifted up his voice, and said unto them, Ye men of Judaea, and all ye that dwell at Jerusalem, be this known unto you, and hearken to my words:
15 For these are not drunken, as ye suppose, seeing it is but the third hour of the day.
16 But this is that which was spoken by the prophet Joel;
17 And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
18 And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:
19 And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke:
20 The sun shall be turned into darkness, and the moon into blood, before the great and notable day of the Lord come:”

There were signs in heavens…

Luke 23:44-46​

44 And it was about the sixth hour, and there was a darkness over all the earth until the ninth hour.
45 And the sun was darkened, and the veil of the temple was rent in the midst.
46 And when Jesus had cried with a loud voice, he said, Father, into thy hands I commend my spirit: and having said thus, he gave up the ghost.”

I think perhaps Peter was ssying "this is like that", not that it was actually being fulfilled.
I believe Peter was smart enough to no know all those other things weren't taking place. The sun wss still shining bright as he was preaching. And those events havent taken place even unto this day. But Revelation says they will during millennium

Those signs you pointed to in Luke and elsewhere have bearing on what took place in Acts. That is where everyone claoms the prophecy was fulfilled

I believe Peter was smart enough to no know all those other things weren't taking place.
They took place, but what many may not know is the pattern of the signs and of the times shall take place again, with the exception of Jesus being crucified again.

Here is the pattern… there is a Big 42 and there is a small 42, and there is also 3 days, ending with a 7x7.

There is the sign of the coming of the Son of Man in heaven, and there is also the signs in the sun, moon and stars.

All these patterns repeat because the Lord requires that which is past.

Ecclesiastes 3:15
That which hath been is now; and that which is to be hath already been; and God requireth that which is past.
