It is written that way, you are absolutely right. What is the context though? Paul was talking with unsaved people. They are unrighteous, they are sinners...The scripture is right.Is it not written these word, that there is no one righteous, no not one, no one understands; no one seeks God? Ok What do these verses have to do with believers?Psalm 14:1 The fool says in his heart, "There is no God." They are corrupt, their deeds are vile; there is no one who does good.
Psalm 53:1 The fool hath said in his heart, There is no God. Corrupt are they, and have done abominable iniquity: there is none that doeth good.
