I'm a bit confused here, because all believers receive the Holy Spirit when they genuinely receive Jesus and accept him as Lord and Saviour. The baptism of the Holy Spirit is a gift and a later experience but I would agree that a Christians power is limited until they receive it.
Once again, this is a whole new thread. Jesus came into this World Born again. A new creature, created by the Word, as we are born of the Word.
He did not come into this World with Power from the Holy Spirit though, John Baptized him in the power of the Holy Spirit, even though he was already Born again, saved.
When He received that Power, he said I am Anointed!!! Miracles now Started.
We can not just skip steps our Lord did not skip, we are not greater than him nor special. We receive Jesus as our Lord, and get born again, we then are able to receive the Holy Spirit with power.
When Born again, we are sealed by the Holy Spirit, it's the Work of the Holy Spirit. To be filled with power of the Holy Spirit God must be our father. God's Spirit will not enter into a unclean temple not washed by the Blood.
Luk 11:13 If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?
Now many believe when they make Jesus their Lord, that is all the Holy Spirit there is to get.

Doesn't faith also play a large part on if God will go through with the healing? Although I know that sometimes a healing could create the foundation of how faith flourisheth in the first place.
It does, when I lay hands on someone that is sick, I tell them they will be healed. It's not my faith, I just believe what God said. Do all get healed? NO...... Do all get Born again when Hearing the Word? NO
My part is to just believe what God said. I lay hands on the sick, they recover. I anoint someone with oil, God will rise them up and their sins forgiven.
I have seen some awesome things, and God has used me in some awesome things, I got to a point where I would say my faith is great, my faith is that, My, My, MY.......... that can lead to error. The truth is, I have no ability to heal anyone, what we can do is agree with God, and believe what he said, stepping out boldly. The Lord is the one that confirms his word with signs. Our part is just to believe, a deliver the message, it's God's part to enforce the contents of that message with Power.
Yeah, but do you think people actually possess a gift of healing, or does the Holy Spirit just manifest on certain disciples when God wants them to be healed?
Certain Ministry positions like Apostles, and Prophets, Evangelist, Often have this gift manifest by the will of the Holy Spirit. It's not their gift to use when they want. I don't know anyone who stays constantly anointed with this Gift. Anyone however can be used with this gift at anytime. The Best gift is the one that is needed, and who has faith to operate it.
Any believe can still lay hands on the sick, who believe in Jesus though with amazing results at times. A lot of amazing healing though occurs over time, the people get stronger and stronger until there is no trace of their condition. They believe God through the pain, and trouble. I have seen this more often, than instant healing.
I also see instant healing in New babes in Christ, or the unsaved, I come to learn that those of us that have known God for awhile, need to get in our Word, Stand, and believe.
Instant Miracles is used to get things back on track, we should live a life of being consistent, not a life of having to be constantly saved by miracles.
