Unbelief, and blaspheming the Holy Spirit would be considered the same thing. A unbeliever is a person who knows the truth, but has decided not to believe in what he knows to be true. "Light has come into the world, but men loved darkness rather than light because their deeds are evil" Speaking against the Holy Spirit is evil to a person who knows it is God working, but calls it evil.
John 12:42 Many people did believe in Him, however, including some of the Jewish leaders. But they wouldn't admit it for fear that the Pharisees would expel them from the synagogue.

The Jewish leaders were the Pharisees , and the scribes who claimed Jesus to be casting out devil by a devil.!!! The knew better but it did not stop them. That is unbelief!!
