In both Acts 2:21 and Romans 10:13 Joel is being quoted
Joel was prophecy for Israel.
Joel was not given to us the church the body of Christ. We can make some application to us as well.

[Joel 2:28 KJV] "And it shall come to pass afterward, [that] I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:"
[Joel 2:29 KJV] "And also upon the servants and upon the handmaids in those days will I pour out my spirit."
[Joel 2:30 KJV] "And I will shew wonders in the heavens and in the earth, blood, and fire, and pillars of smoke."
[Joel 2:31 KJV] "The sun shall be turned into darkness, and the moon into blood, before the great and the terrible day of the LORD come."
[Joel 2:32 KJV] "And it shall come to pass, [that] whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call." ************** Beginning in Acts 2:16 Peter quotes Joel to explain to the Jews what was happening. In v30 he says that Christ was raised to sit on David's throne in the millennial kingdom on earth. In v40 he admonished them to save themselves from this untoward generation just as John the Baptist warned them the kingdom was at hand. He was telling them to repent because the kingdom was still being preached. Before the kingdom would be established, they would face the tribulation and the day of the Lord.

Acts is directed to Israel to repent for the coming tribulation and the day of Lord preceding the millennial kingdom.

In Romans 10 Paul is speaking about Israel's salvation. In v8 he quotes Deuteronomy ********** [Deuteronomy 30:14 KJV] "But the word [is] very nigh unto thee, in thy mouth, and in thy heart, that thou mayest do it." ********** In Deuteronomy God was appealing to the scattered Jews to obey his voice, and he would gather them and bring them into the promised land. In v6 and v8 he promises them the new covenant, in which, he will cause them to keep his law. In v11-14 God tells them his law is not hidden from them, but it's in their mouth and heart to do them by believing. In Romans Paul's desire was for Israel's salvation. Israel was pursing salvation by the law and Paul was saying in v4 that Christ was the end of the law for salvation. ****** [Romans 10:13 KJV] "For whosoever shall call upon the name of the Lord shall be saved." *********** The righteous by faith in Christ was in their mouth and hearts, they just had to believe. Israel had to confess with their mouth that Jesus was their Christ and the Son of God. They had to believe he rose from the dead to establish their kingdom. Israel had to call upon the name of Christ.

We too call upon the name of Christ and believe he rose from the dead, but this was for Israel's salvation and was not speaking of us the church, the body of Christ. In Romans 11 Paul will go onto to say Israel will be saved when The Lord Jesus Christ saves Jerusalem from attack at his coming.
