It is written that faith comes BY hearing, and “hearing” BY the Word of God. Notice the order Paul has laid out here. First we need to to be able to “hear” the gospel message. This “hearing” is not an audible hearing, because some can hear the message and still not “perceive or understand” the message. Which is why Jesus often said “those who have ears to hear, let them hear what the Spirit is saying”.

So not all have been given ears to “hear” (perceive or understand) what the Holy Spirit is saying in God’s written words.

So the “hearing” must be “given” to you as “a gift” from God, as it is shown in the above; “hearing” comes BY the Word of God. We are given a sign of this in the children of Israel who were unable to “perceive” in their heart and “see and hear” what the Spirit was saying in the Testimony God gave to Moses.

In Deuteronomy 29:4 Moses said “Yet the Lord has not “given” you an heart to “perceive”, and eyes “to see”, and ears “to hear”, unto this day.”

Paul mentions this spiritual blindness in 2 Corinthians 3:13-16 13 And not as Moses, which put a veil over his face, that the children of Israel could not stedfastly look to the end of that which is abolished: 14 But their minds were blinded: for until this day remaineth the same vail untaken away in the reading of the old testament; which vail is done away in Christ.15 But even unto this day, when Moses is read, the vail is upon their heart.16 Nevertheless when it shall turn to the Lord, the vail shall be taken away.”

So this vail of the "flesh", or the carnal heart/ mind must be removed in order to see, hear, and perceive the words of God.

But many would audibly hear, but not understand, or perceive…

Isaiah 6:9 “And he said, Go, and tell this people, Hear ye indeed, but understand not; and see ye indeed, but perceive not.”

Matthew 13:14 “And in them is fulfilled the prophecy of Esaias, which saith, By hearing ye shall hear, and shall not understand; and seeing ye shall see, and shall not perceive:”

Notice below Jesus connects “the hearing and seeing” problem to the hardness of heart….

Mark 8:17 17 And when Jesus knew it, he saith unto them, Why reason ye, because ye have no bread? perceive ye not yet, neither understand? have ye “your heart” yet hardened?

So who removes the hardness of our heart so we can see and hear?

Deuteronomy 30:6 “And the Lord thy God will “circumcise thine heart”, and the heart of thy seed, to love the Lord thy God with all thine heart, and with all thy soul, that thou mayest live.”

It is this hardness of heart that causes the ear not to receive the Spirit of Truth…

Acts 7:51 “Ye stiffnecked and “uncircumcised in heart and ears”, ye do always resist the Holy Ghost: as your fathers did, so do ye.”

So we need to have our hearts circumcised by the Lords Spirit in order to hear…

Romans 2:29 “But he is a Jew, which is one inwardly; and “circumcision is that of the heart, in the spirit,” and not in the letter; whose praise is not of men, but of God.”

Philippians 3:3 “For we are “the circumcision”, which worship God “in the spirit”, and rejoice in Christ Jesus, and have no confidence in the flesh.”

Notice it is God who circumcises your heart…

Ezekiel 36:26 “A new heart also will I “give” you, and a new spirit will “I put within you”: and I will take away the stony heart out of your flesh, and “I will give you” an heart of flesh.”

Now notice what Jesus says below…

Mark 4:11-12 11 And he said unto them, Unto you “it is given” to know the mystery of the kingdom of God: but unto them that are without, all these things are done in parables: 12 That seeing they may see, and not perceive; and hearing they may hear, and “not understand”; lest at any time they should be “converted”, and their sins should be “forgiven” them.

So we must first “be given” ears to hear and eyes to see, and a heart to perceive in order to be converted and have our sins forgiven.
And it is God who makes the “seeing eye” and the “hearing ear” to both see and hear what the Spirit is saying in God’s words

Proverbs 20:12 “The hearing ear, and the seeing eye, the Lord hath made even both of them.”

Paul said in Galatians 3:2 “This only would I learn of you, Received ye the Spirit by the works of the law, or by the “hearing” of faith?”

And again in Galatians 3:5 “He therefore that ministers to you the Spirit, and works miracles among you, doeth He it by the works of the law, or by the “hearing” of faith?”

So you see the faith to believe must “first” come by “hearing”, and both the faith and the hearing are “given” to us by the grace of God through Christ our Lord.

There is no boasting on our part, to God belongs all the praise, honor, and glory!

Peace and God bless

Psalm 95:8
Harden not your heart, as in the provocation, and as in the day of temptation in the wilderness:

Hebrews 3:8
Harden not your hearts, as in the provocation, in the day of temptation in the wilderness:

Hebrews 3:15
While it is said, To day if ye will “hear” his voice, harden not your hearts, as in the provocation.

Hebrews 4:7
Again, he limiteth a certain day, saying in David, To day, after so long a time; as it is said, To day if ye will “hear” his voice, harden not your hearts.

We have to hear the message, even if it is in our head as we read the scriptures to ourselves.
That is the hearing.
However, no one gets understanding unless they do what Jesus says to do.
It seems you are mixing up two different things.

Hearing is perceiving and understanding what the Spirit is saying in Gods words. Only God can give you ears to hear, and eyes to see, and a heart to receive the words of God.

Joh 7:16 Jesus answered, "What I teach is not my own. It comes from the One who sent me.
Joh 7:17 Anyone who chooses to do what God wants him to do will find out whether my teaching comes from God or from me. (NirV)

Everyone who "first" chooses to do the will of God will be given ears to hear, and eyes to see.

We have to hear the gospel but we don't have understanding of all that God is saying until we receive the Holy Spirit.

We don't have to have full understanding to obey.

Yes.

We don't even have to have faith to obey.
If we want to know if what Jesus says is true, we do what he says and then we will find out.

Whatever you do without faith is a sin. (Romans 14:23)
Maybe you misunderstand what I am saying. The scripture you gave proves we don't have to have faith first, BUT we will have faith if we obey and we will know the truth---if we obey.

Faith alone is dead.

Those who obey Jesus are given the Spirit and life and understanding.

The grace of God is also given “for the obediance of the faith” to those whom God has called and chosen.

Romans 1:5-6

King James Version

5 By whom we have “received grace” and apostleship, “for obedience to the faith” among all nations, for his name:
6 Among whom are ye also “the called” of Jesus Christ:

Scriptures that say we receive understanding AFTER we obey Jesus.

John 14:21 The person who has my commandments and obeys them is the one who loves me. The one who loves me will be loved by my Father, and I will love him and will reveal myself to him."

Psalm 25:14 The LORD confides in those who fear Him, and reveals His covenant to them.

Proverbs 1:23 Repent at my rebuke! Then I will pour out my thoughts to you, I will make known to you my teachings.

Proverbs 3:32 for the LORD detests the perverse, but He is a friend to the upright.

Psalm 119:100 I have more understanding than the elders, for I obey your precepts.

Daniel 9:13 As it is written in the law of Moses, all this evil is come upon us: yet made we not our prayer before the LORD our God, that we might turn from our iniquities, and understand thy truth.

John 8:30 Even as he spoke, many believed in him. 31 To the Jews who had believed him, Jesus said, "If you hold to my teaching, you are really my disciples. 32 Then you will know the truth, and the truth will set you free."

Psalm 25:9 He guides the humble in what is right and teaches them His way.

2 Timothy 2:25 correcting opponents with gentleness. Perhaps God will grant them repentance and then knowledge of the truth.

Psalm 25:9 He guides the humble in what is right and teaches them His way.

Psalm 25:14 The LORD confides in those who fear Him, and reveals His covenant to them.

Proverbs 3:32 for the LORD detests the perverse, but He is a friend to the upright.

Proverbs 28:5 Evil men do not understand justice, but those who seek the LORD comprehend fully.

Daniel 12:10 Many will be purified, made spotless, and refined, but the wicked will continue to act wickedly. None of the wicked will understand, but the wise will understand.

We can hear the word of God that does NOT mean we will be given understanding.

Understanding does not mean to hear.

Hearing the word does not mean understanding the word.

We have to literally hear the gospel to believe in it.

Do you know what I mean?

We receive understanding after we obey.

Of course though there are scriptures where Jesus says 'hear' and it means to understand.

We still have to hear the gospel to get faith though, and we don't hear with understanding until after we obey.

Here is an example...
I believed in Jesus my whole life since a young child.
I read the Bible and heard others speak about the gospel.
I did not have real understanding until after I started to obey.

Here is a good example of “hearing” and “believing” and “understanding” and “obeying”. It all depends on the “heart”.

Luke 8:10-15

King James Version

10 And he said, Unto you it is given to know the mysteries of the kingdom of God: but to others in parables; that seeing they might not see, and hearing they might not understand.
11 Now the parable is this: The seed is the word of God.
12 Those by the way side are they that hear; then cometh the devil, and taketh away the word out of their hearts, lest they should believe and be saved.
13 They on the rock are they, which, when they hear, receive the word with joy; and these have no root, which for a while believe, and in time of temptation fall away.
14 And that which fell among thorns are they, which, when they have heard, go forth, and are choked with cares and riches and pleasures of this life, and bring no fruit to perfection.
15 But that on the good ground are they, which in an honest and good heart, having heard the word, keep it, and bring forth fruit with patience.”

Those who have an “honest and good heart” will obey it, understand it, and will be able to bear good fruit by abiding in Christ.

The Lord gives "wisdom" out of his mouth comes knowledge and understanding. (Prov 2:6)

You can not get understanding without first hearing the Word of God (who happens to be the voice of Jesus) You can not hear his voice without first being willing to do his will.

You can not "keep" what you do not "understand"

Mat 13:19 When any one heareth the word of the kingdom, and understandeth it not, then cometh the wicked one, and catcheth away that which was sown in his heart. This is he which received seed by the way side.

Notice understanding is a part of hearing and receiving in Matthew 13:23
But he that received seed into the good ground is he that heareth the word, and understandeth it; which also beareth fruit, and bringeth forth, some an hundredfold, some sixty, some thirty.

So believing, receiving, and understanding depends on The heart/mind.

Romans 10:9-10

King James Version

9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.”

And so who gives us “a heart” to believe?

Ezekiel 11:19
And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:
Ezekiel 18:31
Cast away from you all your transgressions, whereby ye have transgressed; and make you a new heart and a new spirit: for why will ye die, O house of Israel?

Ezekiel 36:26
A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.

Those who have an “honest and good heart” will obey it, understand it, and will be able to bear good fruit by abiding in Christ.
The scriptures plainly say God gives understanding to those who get His teachings and obeys them.

As for in Luke that you quote, the Jews who did NOT understand, it is because while Jesus was on earth and had his earthly ministry, there were Jews cut off and hardened and could not be saved until Jesus was lifted up, crucified.

John 12:32And I, if I be lifted up from the earth, will draw all men unto me. 33This he said, signifying what death he should die.
