Sometimes splitting the kids up into teams builds a healthy competition. Maybe some special prize or privilege to the winners?
Memory verse flash cards. Make it personal, how does this verse relate to you in your life right now?
Songs about scriptures. (By His Wounds), (Seek Ye First), (The Name of he Lord is a strong tower), (As the Deer Panteth), (Beautiful for situation), (For I know the plans I have for you), etc...
Few things are more powerful and bonding than worshiping together around a camp fire.
Bible Trivia. The winners get to pick the songs or get an extra 15 minutes in the pool?
One on one time with a leader when you can, I have found usually it's the loners and or trouble makers who get this the least and need it the most.
Extra credit for leaders. Think and pray about each of the kids, if you have multiple leaders divide the kids up into prayer responsibilities.
Just make sure each kid has someone praying for them. As you think and pray about each one, try to think about what struggles each kid is going through.
(Admittedly not easy,especially if you don't now them all really well) then make a little card with their name on it with a verse. It doesn't have to be expensive or fancy.
Put a verse that you think applies to whatever struggle they might be going through.

Try to stay away from negative verses about pride and things like that unless you really feel lead by the Spirit to go that way.
Bible camp is a time of encouraging and building up. But hopefully, at the end of the weekend (or however long it is) they can at least quote the personal verse that was given to them.
I've usually tried to make competitions more team based, than individual based, because no one wants to be the only kid that didn't memorize their verse.
