Joseph includes Ephraim, and with the omission of Dan that makes 11 tribes
so the inclusion of the Levites brings it back to 12 tribes

This number is symbolic of the fullness of the first resurrection when Jews and Spirit-filled Christians are raised up to meet our Lord and God Jesus in the air.
The number is not literal but representative of the number 12 in the plan of salvation through Israel - Ephraim and Judah.

Twelve is a remnant of the whole. There are twenty seven listed listed in the new testament . sends them out two by two. There were many in the upper room that showed they had the approval to be sent out . Some say as any as 500 followers he could send out.
