What made Jezebel a bad leader is she was wicked. She was the wife of king Ahab of Israel and she led him to worship false gods. They did not honor God and refused to repent.
The reference in Revelation is not that the church at Thyatira tolerated queen Jezebel (wife of Ahab) but that they tolerate the same kind of person, one who calls themselves "spiritual" but lead others to sin by calling good, evil and evil, good ( like many do today), and worship other things (gods, man made idols, and everything else that anyone would worship), and dishonor the one true living God.
Peter, on the other hand, was a great leader because he had known personally the effect of God's love, grace, mercy and POWER and wanted to honor God in all his ways. When he spoke, he spoke with a passion that comes from knowing Jesus and he spoke truth. His heart and mind were pure before God and he honored his Lord and we benefit from his "leadership" even to this day.
