Romans 11:13-24 BSB (Berean Standard Bible)
13I am speaking to you Gentiles. Inasmuch as I am the apostle to the Gentiles, I magnify my ministry 14in the hope that I may provoke my own people to jealousy and save some of them. 15For if their rejection is the reconciliation of the world, what will their acceptance be but life from the dead? 16If the first part of the dough is holy, so is the whole batch; if the root is holy, so are the branches.
17Now if some branches have been broken off, and you, a wild olive shoot, have been grafted in among the others to share in the nourishment of the olive root, 18do not boast over those branches. If you do, remember this: You do not support the root, but the root supports you.
19You will say then, “Branches were broken off so that I could be grafted in.” 20That is correct: They were broken off because of unbelief, but you stand by faith. Do not be arrogant, but be afraid. 21For if God did not spare the natural branches, He will certainly not spare you either.
22Take notice, therefore, of the kindness and severity of God: severity to those who fell, but kindness to you, if you continue in His kindness. Otherwise you also will be cut off. 23And if they do not persist in unbelief, they will be grafted in, for God is able to graft them in again. 24For if you were cut from a wild olive tree, and contrary to nature were grafted into one that is cultivated, how much more readily will these, the natural branches, be grafted into their own olive tree!
One People in Christ Jesus
This was Paul speaking. Paul was a Jew. And all non-Jews were regarded as Gentiles. Jesus Christ, while on the earth, taught the gospel of salvation primarily to the Jews. But the majority of them rejected Him as their Lord and Messiah, the Christ who was to come and who had now come. And most of them participated in the calling for Jesus to be crucified, which was instigated by many of the religious leaders in the Temple of God of that time.
In Jesus’ death He destroyed that barrier between Jew and Gentile, making them one in Christ, by faith in Jesus Christ. But all Jews who rejected Christ were now cut out of biblical Israel, and all Gentiles who believed in Jesus Christ were now grafted into Israel. And Jesus Christ is Israel, and all who are of genuine faith in Him are biblical Israel. But all Jews who rejected Jesus are no longer Israel, but they are the antichrist (see 1 John 2:22).
The Root and The Branches
Now, who is “the root” being spoken of here? Certainly this is speaking of Jesus Christ. And all who were previously and who are now part of biblical Israel were then or are now His branches. So if Jesus is holy, which He is, and if by faith in Him, in truth and in righteousness, we become His branches, then we, too, are holy as He is holy. But biblical faith in Christ requires that we deny self, die to sin, and obey God in life practice.
For the faith to believe in Jesus Christ comes from God, it is authored and perfected by Jesus Christ, it is gifted to us by God, and it is persuaded of God as to His righteousness and holiness, and of our sinfulness, and of our need to, by faith in Him, deny self, die to sin, and obey God in life practice, in the power of God. And this is NOT works salvation. This is of God, and not of our own doing, but we have to surrender to the will of God for our lives.
Branches Broken Off
The Jews who rejected Jesus Christ were cut out of biblical Israel and the believing Gentiles were grafted into biblical Israel, the Israel of God, not the physical and political nation called “Israel” today. And Jew and Gentile by faith in Jesus Christ have been made into one people of God, the only people of God, the one and only biblical Israel. So the Jews are not superior to the Gentiles and the Gentiles are not superior to the Jews. We are one in Christ.
And we who by faith in Christ Jesus have been grafted into biblical Israel should not be arrogant about the fact that the unbelieving Jews were cut out of the Israel of God. We should mourn that fact, instead. For if God did not spare the natural branches (the Jews), because of their unbelief, He will not spare us either if we do not continue in His kindness (grace and mercy), but if we go back to or we continue in deliberate and habitual sin against God.

All Israel Saved
Now all the Jews and Gentiles who have died without Christ throughout history have made their choice and they will bear the results of their choices. That cannot be undone. But any present-day Jew or Gentile who decides to no longer persist in unbelief, but to now surrender to the will of God for their lives, they can be grafted into Israel, i.e. into relationship with Jesus Christ as Lord and Savior of their lives, by biblical faith which comes from God.
Now, in the verses beginning with verse 25 we read about “all Israel” being saved. In context, this is not speaking of the political nation called “Israel,” and it is not speaking only of Jews or of all Jews throughout history. For we learn in Romans 9:27 and Romans 11:5 that only a remnant of the Jews will be saved. So “All Israel” is in reference to all who believe in Jesus Christ who are now included in biblical Israel, Jew and Gentile. For God made us into one people by faith in Jesus Christ. Not one is superior to the other, either.

I will lift my eyes to my Lord Most High.
My help comes from Him, who saved me from sin.
He will not let your foot slip, and He who watches will not sleep.
Our Lord watches over you, and your life He will keep.
I will lift my eyes to my Lord Most High.

I look to the Lord. My sins, He’s forgiv’n.
Because of His great love for us, He made us alive with Christ.
Through the kindness of our Savior, He gave us new life.

Praise be to the Lord, who is on our side.
Our help found in Him. He gives peace within.
