In Romans 9:16 the reference is to Esau and Jacob, spoken of in verses 10-13, and to the history as recorded in Genesis 27:3-4:-
'So then (election is)
not of him who willeth (
as Isaac wished to bless Esau according to 'the will of the flesh'),
nor of him that runneth (
as Esau ran for venison that his father might eat, and bless him),
but of God who showeth mercy.'
* So this passage is referring to election, and to God's sovereignty, yes? I do not wish to enter into a debate on free will.
* You refer to Romans 11:32:-
'As concerning the gospel,
they (Israel)
are enemies for your (the Gentiles)
sakes:
but as touching the election,
they (Israel)
are beloved for the fathers' sakes.
For the gifts and calling of God are without repentance.
For as ye (Gentiles)
in times past have not believed God,
yet have now obtained mercy through their (Israel's)
unbelief:
Even so have these (Israel)
also now not believed,
that through your (God given)
mercy they (Israel)
also may obtain mercy.
For God hath concluded them all (both Jew and Gentile)
in unbelief,
that He might have mercy upon all (both Jew and Gentile)
.'

* Israel are beloved for the fathers' sakes, and though only a remnant were saved during Christ's first advent and during the Acts period; in a day to come 'all Israel' will be saved.
* With the departure of Israel into unbelief at the end of the Acts period, salvation was sent to the Gentiles (Acts 28:28), and a Body was created, a joint body, made up of both Jew and Gentile believers, who were, and are. on an equal footing,(
Israel no longer having a prior position, having become Loammi, ie., 'not My People'). all having been saved by God's grace alone, and both united in Christ Jesus their risen Lord. This is the church which is His Body, of which He is the Head, the fulness of Him that filleth all in all.
* When Christ returns the times of the Gentiles will have reached it's conclusion, and Israel will take up their divinely appointed role of Priests unto God, having come to repentance, and been restored, and will minister to the Gentiles here on earth. The church which is Christ's Body having been fully called out and raised to appear with Christ in glory ( 1 Colossians 3:4; 2 Timothy 4:8 ) will have taken up their role 'far above all heavens'.
* Christ will reign until all enemies are placed under His feet, and then God will be all in all,. Judgement having been delivered justly by our righteous, almighty God, and Saviour, and God's wrath assuaged. There will be a new heaven and a new earth wherein dwelleth righteousness.
