Historically this passage pertained to Israel making provision for the temple and the priests.
The passage has been spiritualized to apply to all believers. If believers give the full tithe faithfully and cheerfully they will receive abundant spiritual and temporal blessings.
This passage shouldn't be applied to believers today, Nowhere is the church today, the body of Christ commanded to tithe.
